Election of Mayor


Ronald James COOPER

I'm appreciative of the many people who approached me to stand Mayor of Waipa District Council. I believe the people should be listened to and treated with respect. I felt the people of Te Awamutu and Kakepuku should have had a poll over the Events Centre, therefore I did not support Council by voting for it. It is costing $7.5 million with outgoing costs each year.

Having many years as a Councillor, I understand the importance of Town and Country working together. Rural people requiring seal extensions and good roads is equally important to urban people needing footpaths and lighting.

I have a good understanding of finances to keep any rates increase to a maximum of inflation. I am on policy, Regulatory Committees and Cambridge Community Board, Deputy-Chairman of Waipa Networks Trust, Chairman of Cambridge Vet Club.

I ask for your support to vote me Mayor of Waipa District.


Alan David LIVINGSTON

I'm standing for Mayor of Waipa because I believe I have the ability, enthusiasm and integrity to make a positive contribution.

For the past six years I have served on Council and am a member of the Policy, Pirongia Forest and Leisure Strategy Committees.

Aged 49, I am married to Janet and we have three children.

After graduating with a Bachelor of Agriculture and Commerce degrees from Lincoln, I worked in rural banking and valuation.

We have farmed our 172 hectare sheep and beef property at Te Pahu for the past 20 years.

This has recently been leased to allow me to become your full-time Mayor if successful.

I have a life long interest in recreational, conservation, heritage and sports activities and am a life member of the QE 2 Trust, having covenanted bush areas on our property.

Janet, a qualified nurse, fully supports my bid for the Mayoralty.

I hold B.Soc.Sci & LL.B degrees, am too ugly for marriage, allowing focus on Council.

Am a lawyer, Te Awamutu, have a sense of humour, needed to survive Council for the last 3 years.

Goals to:
Cut the wastage of money.
Promote Waipa to live, work, holiday and have family live in.
Promote business and entrepreneurship here.
Ask people before spending. Justify before committing.
Improve facilities economically.
Co-operate with neighbouring Councils, save cost.
Support airport gateway, hub for employment.
Not support gifts outside Waipa.

Pat ALLAN

For eighteen years I have been working with Councils. A past Mayor of Cambridge and chairperson of Cambridge Community Board, and currently a Waipa District Councillor. For thirty years I have been involved with voluntary welfare work.

I am standing for Council with a wide understanding of local body affairs and the advantage of local knowledge. I accept the challenge, believing that Cambridge and Te Awamutu should continue to maintain their own identities but work within the Council for the progress of the whole district.

While sharing an affinity with the community I am attuned to the feelings of citizens, take them to the Council table, debate them and be accountable.

Council must be more discerning with ratepayers' money and make essential services a priority, e.g.. roading, lighting, sewerage, stormwater. Non essentials only when money permits.


Howard LAKE

Aged 55. Married (25 years). 2 children.
Born in U.K. Schooled in Britain and University in Sydney, Australia.

Job History:
Sydney - Textile factory production manager, responsibilities production management, financial reporting and all aspects of day-to-day running.
Finance company manager. J.P. at age 23.
N.Z. 1973.
Motor industry leading to own car sales business in Otahuhu and Howick.
Cambridge 1988.
Real estate career continuing from Auckland. In 1989 we bought the Cambridge Lotto Shop, and over a 12 year period we developed a very successful Copy Centre with Lotto as a secondary business.

In March 2001 we sold our business and I now find myself seeking a new challenge. Although I have no experience of local government I believe I have enough intelligence, commonsense and a range of people/business skills to make a significant contribution should I be elected.


Peter Leonard LEE

As a first term Councillor, I have notably been involved with the following:
Youth Council
Senior Council
Appointment of a new General Manager
Establishment of a Cambridge Information Centre
Cambridge Town Hall upgrade
Preservation of Lake Te Ko Utu
Re-establishment of the 3rd bridge proposal.

My main aims for the next 3 years are:
Completion of the Cambridge business upgrade with particular interest in landlords and retailers involvement
Promote and market Cambridge and Waipa District as a popular, safe and interesting place to live
To continue to restrict access of heavy trucks on Cambridge's residential roads
Establish the concept of the 3rd bridge
Promote a closer economic relationship with our neighbouring Councils and seek benefits in joint services
To continue to question the transparency and accountability of the Regional Council.


Janet McLENNAN

I see Cambridge as a town that needs support to increase business and business opportunities. In turn, I believe that this will create employment.

I am in partnership in business in Cambridge and have worked hard to revamp and revive a hotel in this town. We have achieved this and I know the satisfaction which comes in achieving an aim. I know that I am an industrious worker who will take on a challenge and work towards an end with a fair and balanced single-mindedness.

My children have attended Cambridge High School. My background includes legal accountancy and assistant Treasurer for the Taupo County Council. Fresh ideas, a fresh outlook and a determination to assist in implementing change are my goals for the town but above all listening to what the people of Cambridge want and acting on their views is my promise.

Peter MOODIE

I am a 31 year old resident of the Waipa District living in Bruntwood. I have lived thirty years of my life in the Waikato Region. I have a degree in history from Waikato University and have been employed there for over 9 years as an Information Technology professional.
Information and Communication Technology is fast becoming the most important service industry in New Zealand. It is especially important to the strong local agricultural sector. A major contribution I will make to the Council is that of my IT expertise and experience. In my professional role as an Online Community Developer I also have enormous experience in quality service provision and an understanding of the absolute importance of building a vital sense of community.
A vote for me is a vote for a fresh perspective and a true community builder.

Charles Edward Julian STONE

Kia ora, Hello.

In standing for the Maungatautari Ward of the District Council, I pledge to attend all meetings in full.

I come from a farming background with a little shearer's exercise thrown in - I have been shearing for 26 years and still need to keep the middle aged spread at bay! I am currently chairperson of the meat and fibre section of the Waikato Federated Farmers and am on three committees of the Fieldays' Association.
The issues as I see them for the Maungatautari Ward are;
The Council's interpretation of the Resource Management Bill.
The lack of resource management planning, especially for recreational areas.
The need to seal all roads.
The need for controlled rural subdivisions where people with existing businesses i.e. poultry farms, piggeries, etc. should be allowed to remain as of right, carrying out their normal business providing they abide by current laws.


Derek James WATT

I have lived in Cambridge all my life. After leaving school I went dairy farming which I am presently doing today. I am married to Helen and we have three adult children.

I am president of the Leamington Rugby Sports Club and Chair of the Cambridge Rowing Club. I have also been a Waipa District Councillor for Maungatautari Ward for two terms.

I am standing because I believe ratepayers should be listened to and treated with respect. Ratepayer opinions and concerns should be voiced clearly at the Council table.

I have a good understanding that ratepayers want to keep any rates increase to a minimum. I am concerned about the environment and would encourage rural ratepayers to have their say on the effects of the Resource Management Act.

Grahame WEBBER

Cambridge area resident for 35 years.

Married to Jenny with an adult daughter and son.

Having served on the Cambridge Community Board for three years, I feel the time is right to represent the people in the Maungatautari Ward as your Councillor and Community Board member.

With major changes being proposed by the Government for Local Bodies you need strong effective representation on Council.

There are several initiatives I would like to focus on.
To ensure that our rating system is fair to all.
Speed up the realignment and sealing of the roading network.
Continuation of the Central Business upgrade of our town.
Council involvement to encourage industry to Cambridge for job growth.

Pirongia Ward (2 Vacancies)


Roger CLARKE

Roger Clarke, 50, was born and bred in the Waipa District and comes from a dairy farming background. He is standing for Waipa District Council in the Pirongia Ward.

Roger is a recently retired Technical Manager for a brewery and one time farmer. He is married to Lyn and they have a daughter in Melbourne.

As a greater proportion of rates is derived from the rural sector, Roger has a keen interest to see Council investment in these areas relative to their rating contribution. A program for sealing all the rural roads as well as promotion and support of rural community centres such as Ngahinapouri, Te Pahu, Paterangi, Rukuhia and others is seen as important for the life and identity of the District. The elevation of Pirongia Village's status as a tourist stopover is also on his agenda.

Above all, Roger is keen to serve the community.


Bryce Ross SCOWN

My name is Bryce Scown and I am standing as a candidate for the Pirongia Ward in the upcoming local body elections.

I have lived in Waipa District for a number of years and I believe I can offer Pirongia Ward residents a sound voice in Council.

Given my dairy farming background, and more recent experience of operating a small business in Te Awamutu, I believe I have a good understanding of the issues facing rural ratepayers and residents of Pirongia Ward.

Improve our natural and physical resources, to encourage conservation of our lakes and bush.
Waipa Districts rapid growth of the urban and airport areas has to be carefully planned for the benefit of all ratepayers. I would like to be part of that planning and development.


Bruce THOMAS

I am a 48 year old dairy farmer from Ngahinapouri who has lived in the Pirongia Ward all my life. My wife Anne and I have 3 children, Kate and Amie who currently attend university and Sam who is at Hamilton Boy's High School.

I attended Ngahinapouri Primary School and Melville High School. My involvement in the community has been varied. I served two terms on the Ngahinapouri Primary School Board of Trustees both of those in the position of Chairman. This challenge I thoroughly enjoyed.

I am a founding member of the Ohaupo Ngahinapouri Lions Club, which is a service organisation formed nearly 25 years ago.

I have an avid enjoyment of sport in particular cricket and golf having played and being involved in the administration of both.

I will endeavour to represent the Pirongia Ward to the best of my ability if successful.

For the past three years I have been helping look after our 2 grandchildren.

I am interested in the future of our district, and I feel I can offer a balanced and practical view on all matter of Council. I would support the Council's Arts Policy and KTAB, who have served the town well since their formation.

Good monitoring of money and all essential services is a must for any Council, as well as the constant overseeing of street lighting, cleaning and footpaths. We have to plan our future growth in the housing and business areas, as well as keep our parks and reserve fully utilised.

Those who are most affected by decisions must be given the fullest opportunity to be part of the decision making. In 2002 the new Local Government Act will come into being. Even greater emphasis will be placed on community consultation. Waipa must have a Council that will listen. Decision making must not be left to the few.

Married to Wendy, who works for Mitre 10, we have three children, Kylie, Jordan and Callum.

For the past 16 1/2 years I have worked for the Fire Service and I'm a Station Officer at Pukete Fire Station. Wendy and I owned the local garden and pet shop in the early nineties and I have also operated a chimney cleaning business for the past nine years.

I love sport and am currently involved in developing cycling, triathlon and duathlon at college level. Previously I have had many years involvement with junior rugby. A keen cyclist, I am Vice President of Te Awamutu Sports Cycling Club.

A serving member of the Community Board, I've enjoyed working on issues of interest and concern to the community. I offer a practical approach, each issue being treated on it's merits, with a desire to enhance Te Awamutu as a desirable and appealing place to live.

Richard PAUL

has lived in Kihikihi since 1970, educated in England, South Africa and New Zealand. Married 31 years. Previous occupation Landscape/Gardener, retired in 1998. Interests include Local Government, Te Awamutu Historical Society, gardening and tramping Mount Pirongia.

Have been a member of Kihikihi Rotary and involved in a variety of community projects. Maniapoto Reserve development and transforming Kihikihi rubbish dump into a tree reserve. Attend Council meetings in Te Awamutu and Cambridge, four meetings a month, from February 1998. Find it interesting and challenging.

I believe Council's policies need changing re: rate increases and how loans and interest rates are set for capital projects for water and sewerage.

Would like to see a footpath from Golf Road to Kihikihi and hopefully all kerb and channelling finished in Kihikihi.

You will find me fair and honest in dealing with community issues.


Robin PLOWRIGHT

has resided within the environs Te Awamutu since 1960 and followed a financial management career within retail motor trade and garment manufacturing industry. He has been treasurer or member of community service endeavours including Pekerau PTA, Festival Society, Waipa District Scouts and Waipa Development Agency.

He has a ten-year history of close interest in Waipa District local government and working relationships with past and present Councillors. He is keenly aware the present prescriptive nature of local government is on the threshold of transition to a power of general competence. This will require Councillors who have the energy, understanding and education to operate in a new environment.

In 2000 Robin graduated from Waikato University with a BA Degree and is now graduand for an Honours Degree in History and Politics (Local Government).

His particular interest is rejuvenation of Te Awamutu commercial area, and enlargement of the District ratepayer base.


George SIMMONS

I'm 57 years old. I was educated at the local Primary School in Lepperton, where I spent my early childhood years, before attending the local High School, Waitara District High.

Upon leaving school and wanting to venture into the farming industry, I moved to the Te Awamutu area 36 years ago with my parents, where we purchased a dairy farm locally. Together we farmed this property for several years before purchasing a farm machinery business, in which I was a Company Director.

Some years later, along with my wife Jocelyn, we started the popular tour company "Rosetown Tours", which we operated successfully for 14 years.

Jocelyn and I have three married children, Christine, Rhonda and Nigel and six lovely grandchildren and family.

I am keen to see the Te Awamutu area go ahead and look forward, if I am elected, to being the community's voice on the Council.

Water treatment and sewerage disposal need more improvement.

The Recreation and Leisure Plan will challenge the Community Board to be wiser with spending ratepayer's money.

Gary DERBYSHIRE

Gary is a 44 year old Security Officer, married to Christine, and Dad to his two sons, Garth 19 and Mark 17.

Gary's association with Te Awamutu dates back to 1965 when his family moved here from Taranaki.

He describes his career path as "diversive" and "enlightening", covering finance, sales, marketing, enforcement, education, transport and retail.

After living in both Wellington and Hamilton, Gary regards Te Awamutu as the "only place" to live and raise a family. A committed "Motorsport Man", Gary also enjoys music, golf, reading, politics, people in general and family in particular.

He describes his past six months on the Community Board as "most enjoyable and a big learning curve..."

Gary believes that "sustainable growth" is the key to generating a healthy community.

Carol MARTIN-PAGE

As far as the history of Te Awamutu is concerned I am a newcomer. I come from the South Island of Ngai Tahu decent, my marae is in Kaikoura. I have enjoyed living in Te Awamutu for the past 20 years, farming in Korokonui/Panetapu, then latterly living here in town.

12 years as a Real Estate Salesperson and 3 years with Keep Te Awamutu Beautiful Society (of which I am Chairperson) has made me very aware of how an individual can make a difference.

The collective spirit of this community is really impressive. Not only Clubs and organisations that foster fun and enjoyment in the Sports, Arts, Cards and Crafts but also the Caregivers e.g. Gracelands, Rape Crisis Kianga Aroha.

Te Awamutu is a very positive town with an upbeat attitude and I'm really looking forward to being a part of this in my role on the Community Board.

Dean TAYLOR

I am proud to say I was born and educated in Te Awamutu.

In 1980 I trained as a primary teacher, then in 1987 changed career to become a journalist and photographer for the Te Awamutu Courier.

I am married to Robyn and we have a daughter Kirsten (17) and son Ryan (12).

My current community involvement is Intermediate School Trustee, Rose and Cultural Festival co-organiser, Miss Rosetown organiser, Free Concert in the Park Founder, Trustee and organiser, Te Awamutu Community Youth Choir Chairman, and Footprints of History Editor.

I enjoy sports and am an active basketballer, social water polo player and assist with junior rugby coaching. I played rugby for Te Awamutu United and was a representative water polo player.

I view a seat on the Community Board as an opportunity to continue the work Robyn and I already undertake to promote the district in a positive manner.

I work in Te Awamutu for Te Wananga o Aotearoa Tertiary Educational Institute as the Campus Manager. I hold a Master of Education degree from the University of Waikato. I have represented the Maniapoto Maori Trust Board of Te Kuiti on different portfolios including health board joint venture committees and advisory units.

My strengths include working within both mainstream and Maori sectors in management and facilitation roles within education, health and the arts.

I believe strongly in the availability of essential health services and the promotion of prevention programmes for all New Zealanders. I foster a balanced perspective on deliberating issues and I believe that I will represent you competently and effectively at the Waikato District Health Board.

Hazel JP BARNES

I am committed to the health and welfare of the people of our area, contributing over 35 years of experience in the health industry. As a Registered Nurse and Social Worker, I have held many leading roles, including two terms on the former Waikato Area Health Board, influencing changes and reforms. I serve on the Te Awamutu Community Board.

Many areas are underfunded from child welfare through to the elderly and disability support services, clearly additional funding needs to be sought from the Ministry of Health so that the best services, including hospital waiting lists can be better served.
I have eleven years experience in the health industry, specifically in the disability support for the elderly including resthome, hospital and dementia areas. The health dollar is a vital and integral part of our industry so it is important that this is maximised to get the best performance from our services. I am a psychiatric assistant working in the forensic service at the Henare Rongomau Bennett Centre, on site at Waikato Hospital, with 16 years continual service from Tokanui Hospital to the present caring for the Intellectual Disabled and Tangata Whai Ora.

I have had an active role in the community as a Registered Maori Warden in the Waipa Region for eigth years, retaining the position of Secretary/Treasurer, including2 years as the Secretary for the Waikato-Maniapoto-Hauraki District Maori Wardens Assn. 1980-1988.

Should I be successful as a Candidate, I would advocate for the Community in policy-making decisions pertaining to health awareness and support.

Born 1953, Mr Gavin received his early education in the United States and Britain. He commenced psychiatric nurse training at Tokanui Hospital in 1973. 25 years of intermittent service for the Waikato Hospital Board culminated in Charge Nurse positions.

He has been active in union executives, manpower planning, employment relations and in-service education. During this time the comprehensive nursing course was completed at Waikato Polytechnic plus two years full time studying psychology at Waikato University.

Marriage in 1972 to a member of the Tainui Iwi resulted in residency at Mangatoatoa Marae and involement at Committee, Executive and as a delegate to the Waikato-maniapoto Maori District Council.

Kevin has six children aged 10-25 for whom he has been primary homemaker the last 20 years, while continuing work until Tokanui's closure, at this time ceasing employment to concentrate on his children and develop a five acre tree arboretum.

Rural sectors suffer the lack of General Practitioners, other skilled health professionals and access to secondary and tertiary health services.

I am a General Practitioner (GP) with wide experience in the region and overseas, particularly sport and excercise medicine. Currently a full-time mum, with husband John Parker we have two pre-school girls, Emma and Sarah. I serve on Kaipaki school board.

If elected I feel we need to improve the balance between managing ill health and encouraging good health. If we can prevent more of the preventable diseases, for example, the current epidemic of diabetes, the limited health budget will stretch further. So we can better tackle waiting lists and gaps in service provision.

I also believe we should nurture and protect the health of our children. That will require the Board's commitment to cooperate with other agencies.

I believe in investment in strategies with long term health gains for the whole population.

Health is an area where many people want more certainty, direction and leadership. I have the knowledge and experience to represent you and rural interests on the Waikato DHB having been a doctor, specialist surgeon and health administrator for 25 years based in the South Waikato constituency. I was a member of the original Waikato Health Board, representing the King Country. I am currently a member of the Waikato DHB's Community and Public Health Committee, and Waikato Health Needs Assessment Steering Group. I am already involved in community health as a committee member for Epilepsy Waikato. As chairperson of the Epilepsy Building Committee I have been involved in the purchase of and refurbishing of new premises in Hamilton.

Because of my mile epilepsy, and between that the fact our 4 year old daughter has Cerebral Palsy I have learnt a lot about disabilities and living with them. We have 3 other school aged children.

Barry O'CONNOR

After nine years as Raglan County Councillor (six as Deputy Chairman and Chairman of Works) I served 12 years as Manager/Chief Executive of Waikato Regional Airport Limited, the company that owns and operates Hamilton International Airport.

My time with the Council and the airport has given me an in-depth understanding of local and regional government and resource management issues. In particular, my time with the airport has been associated with major change and business growth.

I live with my wife Josie on our farm at Te Pahu where we have covenanted seventeen hectares of native bush for protection in perpetuity under the QEII National Trust. The farm is managed by our second son Greg.

If elected to the Waipa constituancy of Environment Waikato I will continue to be open and approachable, using my influence to reduce bureaucracy and make Environment Waikato more proactively supportive of regional development.
